What is Regular HEAP?
The Home Energy Assistance Program (HEAP) is a federally funded program administered by the Ohio Department of Development's Office of Community Service (OCS). It is designed to help eligible low-income Ohioans meet the high costs of home heating. If you are eligible for assistance, the amount of your one-time HEAP benefit wilI depend on federal funding levels, how many people live with you, total household income, and the primary fuel you use to heat your home. In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company (or fuel vendor).
Applications for the 2010-2011 Regular HEAP program will be accepted August 1, 2010 through May 31, 2011. The total household income of an applicant must be at or below 200 percent of the federal Fiscal Year 2010 federal poverty guidelines listed below:

**For households with more than 8 members, add $7,480 per member.
A household applying for HEAP must report total gross household income for the past 12 months for all members, except wage or salary income earned by dependent minors under 18 years old. Both homeowners and renters are eligible for assistance.
Exceptions to the Guidelines:
Families who live in federally subsidized housing where the heat is included in the rent are not eligible for HEAP.
Household income is defined as the total annual gross income before taxes (minus exclusions) of all household members, except earned income of dependent minors under 18 years of age. Head of household and spouse may never be considered minors. Gross household income includes wages, interest, dividends, annuities, and pensions. Additional sources that HEAP defines as income include, but are not limited to the following:
- Social Security
- Supplemental Security income (SSI)
- Railroad Pensions
- Retirement and/or Company Pensions
- Veterans Pensions (not for service related disability)
- Company Disability and Black Lung
- Strike Benefits
- Unemployment Benefits
- Workers Compensation
- Unearned income paid to or on the behalf of minors
- Cash Gifts
- Lump Sum Distribution (prorated when payment is designated for a set period of time)
- Estate and Trust Settlements (excluding attorney fees)
- Capital Gains (Example: Proceeds from sale of property, home and stock)
- Utility Allowances (as discretionary income)
- Immigrant Relocation Allowance
- Adoption Assistance
- Child Support Received
- Garnished Wages
- Active Military Pay
- Social Security Disability (SSDI)
- Veteran's Disability (VA Disability)
Excluded Household Income:
- Food Stamps/Cash Payment for food stamps
- Assets from bank withdrawals
- Tax refunds and rebates
- Handicapped Income self-sufficiency programs (e.g., work expenses for the blind)
- Loans from individuals or institutions requiring repayment of either principal or principal and interest
- Funds/training stipends designated for specific purposes (i.e., educational grants for tuition and/or books)
- Work Allowances (i.e., LEAP)
- Transportation Allowances (i.e. Workforce Investment Act (WIA))
- Title V Wages of the Older Americans Act
- Foster Grandparents program
- Medicare payments
- Stipend for Foster Care
- Agent Orange Compensation/Benefit
- Vista or other Americorp Stipends
- Health Insurance Premiums (dental, vision and health insurance, supplemental health insurance)
- Prevention, Retention, Contingency (PRC), assistance to attempt to divert families from long-term financial dependency
- Title III DREAP
- Military allowances for subsistence; housing, family separation, etc.

The HEAP application is the same Energy Assistance Programs application referenced above. They were mailed to households that were found eligible for assistance the previous winter heating season. Applications are available at:

My husband's in the army and he just got back from Afghanistan. We just PCS'd from Fort Drum, NY to El Paso, TX where the pay is less than what he got in New York. I've been trying to find a job but with so few job availabilities and most jobs requiring you to be bilingual I've had no luck. We are were late paying rent and are behind on all our other bills so we had to pay the extra fees and now we don't have money for groceries. Does anybody know of a way to get help with paying our bills??

hi, i am a 44yr disabled wife, have 3 beautiful girls who help me with house and daily living tasks, and a wonderful husband who is working so very hard to support us. unfornutaly this month has been a bad one, with lots of hospital visits, and several procedures on my back. due to this we are having difficulty paying our mortgage, i then found out that we are behind, and might lose the house. because of my injury and not able to work, several bills went to collection, which has negatively affected our credit. if anyone can help please please do! i promise i will continue the favor helping someone else with anything i can.
I graduated college back in 2005 with a bachelors degree. As many may know, that was when the economy really went bad. It was hard for me to find a career with using only a bachelors in biology. I was told several times that I needed experience or I need to go to medical school. After being rejected from several companies, I decided to go out and get "any" job that would hire me. I worked at a children's consigment shop for a year then I was hired at a preschool. I been at the preschool for 3 years. The company has froze our raises and taken away our incentive programs so basically we are just working to work. I asked my boss one day how what was the most I could make and she responded by saying that what I am making now is pretty much the top out! Now I have no kids, live with my husband in a small one bedroom apartment, my car is paid off and I am still barely making it. In order for me to save a little bit of money is by staying home everyday, literally. Who wants to be cooped up in an apartment all day on a nice sunny day? Anyway, when my boss told me about my pay, I was totally disgusted and then decided that I needed to go back to school. I went online looking and found a college that had what I needed and it fit just right for me. The only problem that I have now is that I am going to a 2 year college to obtain an associate degree, which means I am going backwards. I get no financial aid at all because of me having a bachelors already. My husband is taking on more bills since I will be cut down to 20 hours a week and I need help paying for my tuition. Its less than 2,000 a sesmester but it's still hard to pay that when you don't work many hours. Where can I go to recieve help?
So here's the run down. I'm 24 yrs old and in dire need of assistance. Last year, I got laid off of my job due to the auto sales crisis which I know everyone knows about, our tax dollars went to bailing out the big three automakers in our country.
However, the people who made a living at selling those vehicles got no assistance. And now a lot of us are out trying to get back on our feet with no success. Even those who I had worked with, who had been doing it for 20+ years lost everything due to it.
Now, I'm stuck with bills that are continuously piling up that I can't control now. I've made cut backs and sold so many of my prized posessions, and now it's getting harder every day. Today, I have a negative bank balance, six dollars in my pocket, and literally not a scrap of food. I owe 0 in rent, and not sure how I am going to go this. I was on my state unemployment, which has run out as of eight months ago. I have a job, which pays miniscule amount per week.
I am begging out to anyone who can offer assistance. Thank You

There's a nightmarish back story dating back many years but I'll just talk about the last several months; starting with today.
My mom is facing eviction any day now. She had earlier this month to not only come up with $3500 for back rent (and late fees) but also subsidiary income to help her pay rent through May of 2010 when her lease is up. Not including a deposit and moving expenses since she’ll have to find a new residence. (which may prove difficult now that there’ll be an eviction formerly on her record).
Long story short, last year my mom was renting a condo a 2/2 for $1000/mo. Living paycheck to paycheck as so many do. When a major (interior) flood occurred damaging several walls, ruining furniture etc... She immediately contacted the owner who refused to do anything about it other than to contact her "go to" handyman. This gentleman never showed up. Weeks went by before he finally made an appearance, and he wasn't prepared for the job. He didn't have the right tools he said, and despite my moms many complaints to the owner... the handyman never came back, mold grew and both her and my sister started to complain of constant sore throats and headaches causing my mom to vacate the premises on a whim.
That desperation led her to quickly find another roof over their heads which brought them to where they are now, a 2/2 apartment, but the rent here is $1180/month due to the decline in housing, rental property prices soared. My sister had just gotten a job and was starting up college majoring in Oncology.
Living here for the past 10 months has been a nightmare for many reasons from loud techno music blaring from the neighbors at all hours which thump through the walls and floors to balls being thrown up against the walls well into the night, complaints about drug use and noise from the parking lot to issues with the physical condition of the apartment since day one.
My mom (as I said) was living paycheck to paycheck before, and now things were even tighter because she wanted my sister to try and hold onto her money for books etc... I should add that she has no real furniture to speak of. No bedroom furniture, no bed, no dining room etc... (Neither does my sister) No cable, no computer or internet.
As she was moving into this new apartment in May of last year, her 19 year old daughter, my sister was diagnosed with breast cancer... Dr's immediately told her not to work and that she had to leave school, that stress would be a factor in her recovery. Shortly after hearing the news... My sister was then diagnosed with ovarian cancer, and the bills started to really add up. Over the next few months, (as teenagers often do) my sister made a poor decision to ride on the back of a motorcycle, and was in a terrible accident where she lost 25% of her skin, plus many broken bones; a few months after that she had to have a tonsillectomy for fear that a severe infection may cause the cancer to spread further.
My mom of course did what any loving mother would do which is everything in her power to see to it that her daughter was properly cared for. By the fall of 2009, my mom's insurance costs went up from approximately $240/month out of her paycheck to a whopping $580!!! On top of this... she had to endure a pay cut, and soon the electricity was being shut off. (She currently works at a call center and made a salary plus commission) they recently stopped the commission for all employees.) As of early 2010, my mom could no longer afford her rent. She made good faith payments. A couple hundred here, a few hundred there, but half to three quarters the rent per month wasn't going to cut it for long.
Dr's have put my sister on a very strict diet of organic foods (which is more costly as everyone knows) She's lost teeth due to the cancer treatments & had dental visits to try and help with that, and still needs frequent tests and hospital visits as well.
My mom is someone with a lot of pride. She's worked her entire life, and sadly has nothing to show for it. She's never asked for a handout; in fact she's given to charities when she was homeless just a few years ago. My mom is a saint, and my sister is a sweetheart not deserving of the life she's been given. My sister just wants to go to college, and work in the medical field helping others, but due to her illness, she’s not supposed to go to school or work.
I'm practically homeless myself, with no car & suffering with chronic ulcerative colitis and just barely earning enough to eat a meal a day if I'm lucky. My mom's health at 60 years old is failing. She can hardly function at work and has no other family nearby or financially in a position to help out. My mom's car died over 2 years ago, so she has to take several buses a day, walking miles throughout the week with severe arthritis, thyroid disease & bone spurs in her heels with sneakers worn down to nothing, and because of the severity of the situation, my mom denies herself her own medicines (which I try my best to pay for) but she doesn't tell me when she runs out. Unfortunately she needs to be monitored and her medicines regulated, but she can’t make it to Dr’s appointments the majority of the time, particularly when she needs to see specialists. My mom has a specific prescription for eyeglasses, but they broke a couple of years ago & we could only afford store bought ready made eyeglasses. She’s complained about her vision ever since, and it breaks my heart.
Life has been unusually cruel to a person that has done nothing but worked her diligently her entire life and raised a family largely by herself. If anyone deserves a little bit of charity right now, it's her. I’m asking nothing for myself. My mom and family means everything to me. My mom has ‘given’ her entire life. She loves helping others and I know one day dreams of running a non-profit organization to help others in similar situations that she has been (and is in). Some people call that paying it forward, generosity is something we grew up with in our family, but my mom has never asked for anything, which is why I'm writing this without her knowledge. She only knows how to give... even when she has nothing to give.

Hi, my name is Charlene. I am a 25 year old wife and mother of 3 gorgeous girls. My husband and I have had a really rough year with our jobs. We both do merchandising, and we work for the same company. The begining of the year was great, steady work, running car, things were looking up from the year before when we had to stop our home based business due to sales dropping and eventually stopping all together. At this point everyone I call is telling me there are no funds... they're out. They tell me to call back in a week or so, and once again they're out. Anyway, my husband and I have had to borrow from my parents and his mother to survive this entire past year, and our jobs have not picked back up yet. We have been applying to, and looking for a new job for the past 6 months. Not even McDonalds is hiring here. We tried! There will be no christmas for the kids this year, but for now we have a roof and lights!
If anyone would be willing to pay some of our utility bills (water, power) we would be very greatful! I would not need any cash or checks or anything, you could pay it directly to the company. No tricks! Promise! If we don't get some help soon, our water and power will be cut off by the end of the month, as we still have no work lined up, and our unemployment is still pending (going on 4 weeks now since we applied).
Our wages for October TOGETHER was around 650.00 and for November around 800.00 because we got hired out for a couple days with another company. Rent alone is 500.00 a month. We "made too much" for foodstamps (our case worker was an idiot and we should be getting them any day now, 2 months later after fighting with them for weeks). So food has been gotten from food banks for the most part... lots of MYSTERY cans! LoL

Hi, I am a 26 year old pregnant mother of two. I am divorced and struggling to care for my two and four year old children. I am currently a full time college student and am due to give birth in January. I am also awaiting my test results back from the doctor to find out if I have cervix cancer, the biopsy was done last week so I will find out in 4 to 6 weeks. In July of this year I lost my part time job that has kept my family afloat and now I am so far behind on my bills that I am facing losing everything, or what little that I have left. I just came up for section 8 housing and am set to move into an apartment on December first (myself and my two children are currently living with my grandparents in one little room and they are living on social security and cannot continue to bear our burdens) however due to the deposits on the apartment I am afraid that we will not be able to move in and will have to let this assistance from the government pass us by. I am currently on TANF but our monthly income is only 292.00 a month. They take all of my child support (250) in lieu of the TANF so that my budget remains at 292.00. I am simply at a loss, the deposits at the apartment total $810.00 not to mention the necessary items we will need to live in an apartment, I do have some furniture and a few things left over from when I was self sufficient and had my own home, but I have no idea what to do to be able to make this move...

See we where homeless for about a yr and a half and now we are just getting back on our feet my husband had gotten sick recently with pneumonia and had missed work for a week and now we are getting behind on our bills. We owe a total of 512 dollars for rent and power and i am trying to get help with paying these two bills. See i have been looking for a job since i lost my job a little over a yr ago it is very hard to find a job right now and we had been doing great since Jan. of this yr when we found a trailer, but with my husband getting sick that has just put us behnd on the bills i went to my church to get some help but due to families who have had deaths in the family they where only able to help with $100 leaving me to have to pay the rest. I need a total of 512 dollars to finish getting my bills cought up any help would be greatly appreciated and you will have the many blessing from the Lord for helping.

Hello to all... I joined Aidpages awhile back, I have had some hard times and some ups & downs, as I am sure everyone knows that it does happen in life. I am a single woman with no children. I have recently just lost my job due to being laid off, the comapny I worked for went through a big change and of course the lower on the todem pole you are, well you are the one that gets the pink slip. I wasn't making the best money, but atleast it was something. It is now the end of September, I have fell behind on my rent, which is $475.00 a month and since I lost my job at the end of July, I am close to loosing my apartment. I am truly scared! I don't have a lot of utility bills because they are included in the rent(thank goodness for that atleast). I have tried to go to my local treasury & other assistance type programs, but I do not qualify for help due to the fact I do not have any dependent's(children or anyone else who lives with me). Our town is quite small so there are not many places I can go for help. And other surrounding counties will not help you unless you live in there county. So I am truly running out of options. I don't have any family that can help, and what family I do have they are strapped financially themselves. I have been looking for work, but so far no luck:(. If anyone has any suggestions or information on assistance type help, I am all ears. I need help with groceries, and trying to pay rent. I can do without a phone, tv, and any other luxuries. I just need to get by on the basics.
